A neighborhood or district identity can be different from the collective identity of the Filipinos. Integration has to be difficult if the people of the city have outsiders open to their area. The district identity can be an option to keep separate and can be integrated in how Filipinos navigate their surroundings. For multiple centuries original tribal cities and lands manage to still have cities, such as Ilocanos being from the Ilocos region and Visayas region being united etc.

Yes both can be highly legible locally and strongly connected Metropolitan wide. Multiple places such as the Cities developed by Ayala which are BGC and Makati have managed to be connected and eligible locally. Both Makati and BGC end up being expat hubs where many expats go and be able to socialize and relax and are high value locations. While also having those filipinos who can afford BGC be able to hang out in the area.
